In order to implement the notice of the State Council on printing and distributing the action plan for three years of fighting against win blue sky defence war (GF [2018] No. 22), accelerating the improvement of environmental air quality in key areas and winning the battle of blue sky security, the notice on the construction of foundry capacity in key areas is as follows:

1、 Improve awareness and do a good job in banning new capacity

The key areas, China's provincial industrial and information technology, development and reform, and ecological environment departments should take Xi Jinping's new socialist ideology with Chinese characteristics as the guide, implement the spirit of the nineteen and nineteen second plenary session of the Third Plenary Session of the Party Central Committee and the central economic work conference, conscientiously implement the decision making arrangements of the Party Central Committee and the State Council, firmly establish the new development concept and implement the high quality development requirements. To improve the political position, fully understand the important role of the forbidden new capacity in the foundry industry to improve the environmental air quality, transform the development kinetic energy and optimize the industrial structure, and effectively prohibit the new casting capacity.

2、 Source control, no new casting capacity project is allowed

The provincial departments in charge of industry and information technology, development and reform and ecological environment in key regions shall earnestly implement the decision of the State Council on the reform of investment system (GF [2004] No. 20), opinions of the State Council of the CPC Central Committee on deepening the reform of investment and financing system (ZF [2016] No. 18), and the State Council's general plan on Issuing the catalogue of investment projects approved by the government (2016 version) The relevant requirements (GF [2016] No. 72), regulations on the approval and filing of enterprise investment projects (Decree No. 673 of the State Council), measures for supervision and control over enterprise investment projects (Decree No. 14 of the State Development and Reform Commission) shall be strictly controlled to ensure the source of casting construction projects, and it is strictly forbidden to add new casting capacity construction projects; to promote the strict implementation of relevant departments and institutions The provisions on land supply, energy assessment, EIA approval and new credit support are required. For high-end casting construction projects that are necessary to be built or upgraded, clean energy such as natural gas or electricity shall be used in principle. All processes producing particles or VOCs shall be equipped with efficient collection and treatment devices; for the links of material storage and transportation, effective measures such as airtight and closed shall be taken to control unorganized emissions before ensuring safe production. The high-end casting construction projects newly built or upgraded in key areas must be replaced by equal quantity or reduction strictly, and the capacity replacement plan shall be submitted to the local provincial industrial and information competent departments. The provincial industrial and information departments shall, after consultation with the provincial competent departments for development and reform and ecological environment, review and publicize and announce them. We should encourage the construction of Green Foundry Industrial Park in key areas with conditions to reduce emissions, and guide the casting capacity to transfer to non key areas with strong environmental bearing capacity.

3、 Carefully and strictly review the capacity replacement plan

The provincial industrial and information departments in key regions shall update and announce the casting capacity list in the region in conjunction with the competent departments of development and reform and ecological environment in accordance with the year. According to this, the project capacity replacement plan shall be strictly reviewed in accordance with the laws and regulations, so as to prevent fraud and eliminate potential potential of new production capacity. For the proposed project capacity replacement scheme submitted by the project owner, the company shall adhere to the commitment of the credit enterprise to combine with the on-site verification and inspection, carefully identify the authenticity and compliance of the replacement plan, especially the used capacity index, and trace the source of the capacity index. If the regulations are not met, they shall not be publicized firmly; if there is any doubt, they shall not be publicized before the verification.

4、 Strengthen supervision to ensure the implementation of capacity replacement plan in place

After the announcement of the capacity replacement plan, the provincial industrial and information authorities in key regions shall, together with the competent departments of development and reform and ecological environment, comprehensively follow up the proposed project dynamics, and earnestly implement the responsibilities of supervision and control after the event and after the event. Before the completion and trial production of the new project, urge the relevant enterprises to shut down, dismantle and withdraw the capacity used for replacement in time and make public announcement to the society. If the enterprises have shut down and quit in advance, they shall also make a public announcement; urge and publish and organize the inspection of the actual production capacity of the new production units. If any dishonest behaviors of "small construction projects" are found, the relevant departments shall be ordered to rectify and make rectification according to the promise The Environmental Impact Assessment Law of the people's Republic of China, regulations on the approval and filing of enterprise investment projects and other laws and regulations shall be dealt with. The relevant departments should strengthen the supervision and management of the safe production of foundry enterprises.

The provincial departments in charge of industry and information, development and reform and ecological environment in key regions shall unblock the reporting channels, and timely open telephone, fax, e-mail, network and other reporting methods to the society on the portal site and accept social supervision. Enterprises that make fraud, fail to implement announced capacity replacement plans and increase production capacity in violation of regulations shall be strictly punished in accordance with the regulations on the administration of approval and filing of enterprise investment projects, and shall submit to relevant parties for joint punishment. Areas with serious problems such as lax audit and supervision and implementation will be reported to the whole country as a negative model. For individuals who have been in breach of duty or dereliction of duty in the audit and inspection of the plan for capacity replacement, supervision and implementation, the relevant departments shall be submitted to investigate relevant responsibilities according to the law and discipline.
